First thing to do is to disable the exalate/connect and unexalate operations which are visible in the ‘more’ section of the issue view
This can be done in the general settings.
Next is to define how an issue can be brought under sync. This can be done either by a post-function or by creating a trigger.
Assume you use a post-function, you can built it into a transition (like ‘Escalate to development’) and restrict the transition to the people you would like to use the function.

The trigger will exalate if an issue, which is not under sync for a specific connection (of that trigger), matches the jql.
So you could have a custom field ‘escalate’ which can be set to true, and a trigger
escalate is not empty
the logic to restrict access to that custom field depends on your Jira wizardry. There are different approaches
