Open Exalate" button still showing in issue detail view despite being disabled in General Settings (Jira On-Premise)

I’ve run into a frustrating issue on our Jira on-premise instance and wanted to share both the problem and the workaround I found, in case others are hitting the same thing.

The Problem

We use Exalate only with triggers — we don’t want end users to manually kick off syncs via the issue detail view. So I went into the Exalate admin panel → General Settings and disabled the “Show Exalate and Connect actions” toggle (and all other visibility toggles), expecting the “Open Exalate” button to disappear from the issue view.

It didn’t. The button kept showing up on every issue across all projects, regardless of the General Settings configuration.

What the “Show Exalate and Connect actions” setting actually controls is not the full visibility of the Exalate panel, but specifically the actions available to non-admin users. When you disable it, users won’t be able to manually trigger syncs or create connections from the issue view anymore.

However, the “Open Exalate” button can still appear because it also serves as a status indicator (showing whether an issue is synchronized or not). So even with the toggle disabled, users may still see it, but only as a read-only sync status, not as an actionable control. For example:
