Is it possible that we can trigger a sync up not by project = XXX, or issuetype = XXX, but by field’s value?

Yes, this is possible. If it can be entered in a JQL Query, it is totally possible.

Can you please show me the rope of how it can be done?
For instance, my field is called “working team” of which it has 4 values - A team, B team, C team, and D team.

How the JQL query shall be written?
