Error The proxy user {} is not available

However the user that is setting in General Settings is an Admin account and has full access to everything in our instance of Jira DC. Issue has started to occur since latest upgrade on Jira side.
user account is not locked out and is a service account so no users are signing in with it.

Error blocks all syncs until cleared.


Anyone seen this before?
