How do differentiate between internal and external comments in JIRA cloud?

    How can we prevent the internal comments from being synchronized?

      Is this Jira ServiceDesk or JIra Software

      For Jira ServiceDesk - every comment has an attribute 'internal' which is set to true for internal comments
      For Jira Software - comments can be restricted using role or group.  These are also part of the attributes

      Check the comment object for more details
