Is there any way to create a web link when importing an issue in Jira?

      The markup language in Jira is


      [ <link text> | <link> ]

      Make sure that the wiki renderer is enabled on the field


      Whenever composing a comment in the incoming sync - augment the links with the markup, and you should be good to go
